Functional Description:
• Collaborate with business unit management in understanding requirements, analyze market and industry conditions.
• Develop procurement and sourcing strategy for CAPEX projects and services to maximize corporate benefits according to planned budget and schedule.
• Conduct all procurement processes of engineering, procurement and construction including other services related to CAPEX projects and servicesto ensure service efficiency and fulfill requirements.
• Develop contracts for engineering, procurement and construction as well as other services for CAPEX projects and services.
• Manage contracts according to terms and conditions and ensure the compliance as well as documentation, monitor changes or amendment that may bearisen during execution.
• Provide data/information and co-ordinate with Subject Matter Experts (SMEs) to ensure corporate benefits and minimize potential risks to company.
• Manage relationships with internal customers and suppliers/ contractors.
Job Description
• Gather and summarize information to support in development of procurement action plans or strategies.
• Gather data and conduct analysis on internal factors, such as spendingand customer requirements as well as external factors, such as industry and market dynamics and products/services trends.
• Seek for new potential bidders to register in Approved Vendor List (AVL) to increase the bidding competition.
• Coordinate and communicate with suppliers/contractors to participate in sourcing activities.
• Lead and/or support in suppliers/ contractors selection by means of Total Cost of Ownership (TCO), fact based negotiation and report achievedoutcomes to Procurement Division Manager/Vice President-Procurement.
• Gather contract deviations list, provide recommendations and co-ordinate with Subject Matter Experts (SMEs) to develop negotiation plans.
• Complete sourcing activities according to requirements and seek for op portunities to cost optimization.
• Negotiate with suppliers/contractors to finalize the price and terms and conditions.
• Develop definitive contracts/agreements in effective conditions.
• Manage and monitor the contract compliance with users and suppliers/ contractors.
• Manage changes/variations in accordance with change procedure and obtain final approval from delegated Power of Attorney (POA) or Manual of Delegated Authority (MODA).
• Collaborate with Project Management Office (PMO) to verify milestone payment and invoicing for payment.
• Manage Bank Guarantees (e.g. Advance Payment Bond, Retention Bond, Performance Bond and Warranty Bond).
• Provide information and collaborate with shipping team to ensure effectiveness of imports, exports and BOI privilege under project.
• Coordinate in developing coordination procedure, procurement procedure, shipping procedure and etc. in relation to project requirements.
• Provide advices/ recommendations according to practices, procedures, manuals, guidelines and policies to related parties.
• Collaborate with Project Management Office (PMO) to manage Approved Vendor List (AVL) for CAPEX projects to maintain plant reliability.
• Track suppliers/contractors’ performances during execution phase.
• Analyze feedbacks from stakeholders for continuous performance improvement.
• Review and analyze the existing processes, procedures, standards and procurement technology and provide options for improvement.
• Cooperate with project team to close out the project.
• Evaluate suppliers/contractors’ performances annually for continuous improvement.
• Manage and maintain good relationships with the existing suppliers/ contractors.

Education
Degree : Bachelor/Master’s Degree Field in Engineering, Science, Business Administration, or other relevant fields (Engineering background is preferable)
License : N/A
Experience
• 0-3 years in procurement or related fields
• Good in English both verbal and written
